IT is perfectly natural to want change overnight – especially when it means some very exciting developments in your town and neighbourhoods.

The Town Deal process is complex and it’s really important that the various processes are followed correctly.

The Millom Town Deal Board is working alongside experts at Cumberland Council and a number of outside consultants to make sure all of the statutory requirements linked to the various projects in the Millom Town Deal are handled correctly.


Stage 1

The first stage of the process was to submit a well thought out and compelling bid to the Government for up to £25million in Towns Fund money. That required a huge amount of work and happened in 2021. The great news is that the bid was successful, with a £20.6million offer of funding made.

Stage 2
Heads of Terms

The second stage involves a number of crucial processes and started with the signing of what are known as Heads of Terms - an agreement confirming the Government’s financial offer in principle

Stage 3
Detailed Business Cases

The next phase of Stage Two required the creation of detailed business cases to further support each of the four projects taken forward.

This involved a lot of visionary and preparatory work and drew upon the skills and expertise of a variety of specialist consultants.

It was really important the business case process was dealt with thoroughly and that every element of each project was carefully considered.

Each business case had to demonstrate the development, cost and scope of each project. It also had to outline key milestones and construction dates.

Stage 4
Final Confirmation

The next step involved final confirmation of the projects being taken forward and a requirement to address any conditions that had been imposed by the Government.

Stage 5
Funding Dates

The completed cases were subject to a rigorous assurance process before high-level summaries were submitted back to the Government for final approval in July 2022.

The government confirmed Millom's funding offer in November 2022, paving the way for a programme of works and timescales to be developed by early April 2023.
